This was one thing I have always tried and dreamed of doing with our
e-libraries projects, but due to lack of funding and many other reasons
could not really work out.

Taking into account the scenario of Nepal and the resources available, if we
just rely on communication medium such as ethernet to transmit high
bandwidth content such as video then we must be missing something, as these
will definitely run over UDP and we will definitely lose data on the way.

My suggestion would be preparing a well constructed set of video for
education, health, etc  (which I pressume have been already made by various
distributor in kathmandu, saw a lot of dvd in KTM market for SLC etc.) and
deploying these video to the destination. Only updates will
be transferred over a reliable channel. For all other live conferencing etc.
Using P2P communication protocol would be good idea, skype would be good
example of such software, but would not prefer using it, as it is under
proprietary boundary.

would be one option, and for geolocation, we can either use twitter API for
geo location or even google latitude is there.

Just to summarize, if we are thinking of taking classes sitting in KTM to
guys in Jomsom, at runtime, than I don't think its realistic considering the
resources available. But sending in the video tapes and timely updates, and
chatting through an IRC, tinychat for queries would be good way to go ahead.
That's how open University around the world works as well.
