It's not copying someone else's website. We happen to use the same template, that's all. No big deal. If twitter didn't want us to use the template, it should not make it available. We used the same tools that bootstrap made us available. If i had used the same source code, the same logo, the same content than it would be related with copyrights, but i am not using any of that. Every website designed from bootstrap would be similar in one way or another, the only matter is how much similar will it be? How much uniqueness does the designer can bring in? If the designer doesn't like, it is completely ok to use the base design.
