While i'm a huge jquery fan, this looks to be more in line with Fossil to
me. OTOH, jquery is something all modern web devs know (i have yet to
see/work on a web project the past 5 years which does not use jquery or a
derivative of it).

Caveat (minor, IMO) for both, though: modern CSS/JS requires a modern
browser. purecss likely won't work well (or at all) in anything more than a
few years old. jquery has an advantage there, in that they do a great deal
of work to ensure compatibility (but also explicitly rule out older
browsers in their newer versions):

OTOOH, any given skin could include either or both or neither, so it's not
necessarily an either/or choice.
