I had started, but didn't finish, a simple change to this that I wonder if it would be better or not...
If the clear sign fails, then have it prompt the user if they wish to disable signing. Thus, they are only asked once if they don't want it. This makes them aware that fossil has that capability and they may research as to find out why. Just a thought.
