I would make it a simple security attribute that can be controlled per project. i.e. in many projects, I'd allow any developer to assign to any other developer. Maybe John is stuck and wants to give this bug to Jane. I, as the administrator, do not want to have to deal with these changes. Now, on other projects this may not be the case. I may want to handle these type of changes as the admin.
