So it goes beyond the strict definition of a SCM system, just like every
other modern SCM system does. What's the problem (besides saving the user
time which is money)?

Fossil have commands to manage your working tree, like
checkout/revert/undo/redo/stash/merge. They do things to files in
directories. rm/mv are inconsistent with this behavior.
