The download page whose address is shown above is obviously not suitable
for a permanent link to a v1.23 release announcement (because it shows
*all* releases), and for some reason this announcement email is not
showing up in the web archive here:

Is there something on the web I could use as a permanent link for
reference to the v1.23 release?
