The download page whose address is shown above is obviously not suitable
for a permanent link to a v1.23 release announcement (because it shows
*all* releases), and for some reason this announcement email is not
showing up in the web archive here:

Is there something on the web I could use as a permanent link for

The list of changes is permanently visible at

...but of course, that doesn't contain a link to the download(s). OTOH,
why do you need to keep a link to this specific version, once it gets older?
