There is an "Attachment" mechanism that works for Wiki pages.  I thought I
had that going for Tickets too, though perhaps I never got around to that.
(I haven't had that itch yet.)  Giving users the ability to add attachments
to tickets seems like a better approach, since it avoids cluttering the
source code with attachment files.
