Sorry for the premature send.
As I mentioned, I added perms for anonymous and still the same problem
exists. I checked the repo's schema against a brand-new repo and they
were the same, so that's not the problem.
I looked at the fossil code, and I am pretty sure I don't get the
interaction between all the permissions. I tried setting the 'default'
permissions for the "public access" to "d", and that didn't help
either. This is pretty frustrating ...
