The longer answer is that fossil doesn't internally do much with tags except for the ones we already know and love (branches, bgcolor, checkin comments, etc.). One of the things i'll be exploring with libfossil is using tags to implement comment threads, primarily for code reviews/comments. i am currently of the opinion that that can be done within fossil's current architecture (but would need some new code), but haven't gotten to the point of trying it out yet.
