Exactly what fossil version are you using? On what platform?
What does [fossil version -v] report?

a Windows fossil.exe, but your shell is either mSyS or Cygwin.
Well, the Windows console does not work well together with the
mSyS/Cygwin shell, my guess is that fossil.exe would like
to prompt but thinks that the console is redirected (which it
actually is!).
