It wasn't set at all. I set it to 1 and now Fossil no longer follows the symlink. I'm okay with this. The default is 0 (no) which is what I was getting. 1 (yes) is the fix. It is versionable, but I don't have a .fossil-settings directory. I don't think I should add one either because this is actually not natively a Fossil project, but rather one (mis-)managed by ClearCase. I'm just using Fossil on top of ClearCase to help inject a little sanity into the system. Adding files into ClearCase is normally difficult, but in our organization it requires us lowly engineers to petition the head of the CM department in order to add a file. It's unbelievable.
