I am considering the original report to be the first comment on the ticket.

Here is a fresh Fossil repo created with the latest version of Fossil, where I 
created a ticket with wiki formatting and followed it up with a plain-text 
comment:

Notice that the plain-text response did not remove the wiki formatting on the 
original report.

Try this on a fresh repo on your system.  If it goes away but still happens 
with your “real” repo, then you may have ticket system customizations enabled 
that are causing this.

If your wish is simply that subsequent comments should use the same formatting 
style as the original report, that’s a different thing entirely.  That’s purely 
a usability tweak, and could probably be done with ticket system customizations.
