Not all terminal/pager/OS combos do this correctly.  Thus this Super User post:

As far as Fossil goes, though, this issue is not relevant.  If you want to use 
a pager, point Fossil at a decent one, configure the pager correctly, and run 
it under a reasonable terminal program.
