As I understand it, Fossil's "check in" permission really means "push" permission. That is, whether a repo will accept a push from another repo under that user name. Local, command line usage seems to grant the command line user full permissions as long as the user has RW access to the repo file, itself. Right now, I can't test this to confirm this behavior.
