There is precedent for a membership petition for an election. I ran one to have the board size reduced some years ago: http://live.gnome.org/BoardSizePetition At the time I was told I needed 10% of the membership: http://foundation.gnome.org/referenda/2005-10/ (37 signatures) - in the end, 42 members and some non-members signed to have the debate & vote. The foundation membership is now just under 360 people according to http://foundation.gnome.org/membership/members.php requiring 18 signatories to go over 5%. With 20 signatories, you would have some margin for error.
