Default settings in I/A are OOS - cyan, BADIO - red, ERROR - green.
A green output parameter can come from several conditions. The one
I keep running into seems to have something to do with cascade
initialization.
I have BCALCO showing green in some of my blocks and not in others
(since 4.1 to 4.3 upgrade). It goes away when I set PRIBLK=0, but
I am still trying to figure where the error is coming from. Anyone
else have any ideas? I know that some status bits switched from
INITI/INITO to BCALCI/BALCO between 4.1 and 4.3.

showing with the green background?

You can check and see if default graphics status attribute color
settings have been changed by running statcfg:
/usr/fox/wp/bin/tools/statcfg
You can pick load current file to see if something is set up
differently. It has a report feature that should generate something
like this (0-black,9-red,14-cyan, 15-white):
