Sounds like it didn't start up properly.
Try this:
cd /opt/fox/ais/bin
P
The output should be:
1AW51B# P
root 1882 1 0 03:04:48 ? 0:00 an_server.tcp -ian_init.tcp
root 1874 1 0 03:04:42 ? 0:01 /opt/fox/ais/bin/foxapi
om_poll
root 1868 1 0 03:04:41 ? 0:00 /opt/fox/ais/bin/foxapi
wrproc
root 1807 1 0 03:04:19 ? 0:04 /opt/fox/ais/bin/foxapi
root 1862 1 0 03:04:40 ? 0:00 /opt/fox/ais/bin/foxapi
wrtimr
root 1865 1 0 03:04:40 ? 0:00 /opt/fox/ais/bin/histlnbc
1AW51B#
If the output resembles:
1AW51C# P
root 1799 1 0 04:14:07 ? 0:00 an_server.tcp -ian_init.tcp
root 1802 1 0 04:14:08 ? 0:00 an_server.tcp -ian_init.tcp
root 1742 1 0 04:13:42 ? 0:02 /opt/fox/ais/bin/foxapi
root 1777 1 0 04:14:01 ? 0:00 /opt/fox/ais/bin/histlnbc
1AW51C#
You have a problem.
You can correct it - generally - by typing /opt/fox/ais/bin/aisstart
I'm afraid that I can't give you a reason for your startup problem.

Subject: Question about FoxAPI on AW51 (6.1)
Dear Folks,
I have an AW51 with I/A Release 6.1 and QF990341applied, no AIM*,
normal Historian. FoxAPI is running, but every time I call a FoxAPI
function I get the answer "Waiting for FoxAPI to initialize!" on stdout.
Anyone know what's wrong?
Regards,
Sascha Wildner
