You shouldn't need a reboot for changes in the hosts file to take effect.
Certain process might need to be restarted to read their appropriate
configuration files, this can be done by sending them a HUP signal.
If you edit the inetd.conf file you need to send inetd a HUP for it to
re-read the file.  Use 'ps -eaf | grep inetd' to get the process id
and then 'kill -HUP [process id]' to restart it.  Perhaps you just need
to restart sendmail in the same way, but this should only be necessary
if you modified its config file, not just for a hosts file change.
