I know that there's a few face paints (creme style) that are sold in
tubes. Mehron makes one that comes to mind and is available year round
(as opposed to some of the seasonal paints that come out at
Halloween). I don't like them for face painting, but they might work
perfectly for crazy hair coloring. There's also World Wide Fantasy
available in a creme. They ship it in refill bags, which might be
perfect for you to use. (Snip a corner, squeeze out what you need,
fold over and clip it shut when storing.)
