You have the scanner, you decide :)
I have chosen lower thresholds for other drivers based on examining 
match scores for matching fingers and non-matching fingers.

In aes4000 I lowered it to 9, but I recently saw a false acceptance there :(
However, the aes4000 images could be improved - there is white noise 
around the edge of the finger, and minutiae are falsely detected there. 
Applying a simple filter to remove the noise would help things a lot in 
this case.

So, it's all scanner dependent. But 20 sounds reasonable.
