People, this is pretty important. There's a lot at stake here. A quick 
rundown of some of the issues:

* If Francci gets septic it would be by getting an additional septic
  pump added to a town that has a moratorium on septic pumps. The
  moratorium is with *very* good reason. Framingham has more septic
  pumps than all other town combined. Such a pump would add a further
  burden to a system that's already running at capacity.

* If he gets the septic pump and is allowed to drill for wells, then
  that would represent a zero recharge for the region. I persoanlly
  would be really pissed to lose my well because Francci doesn't care
  that the water we depend on is groundwater and not an aquifer.

* If he doesn't get the septic pump and digs wells, then that
  represents a greater amoumt of land to be cleared for leeching
  fields.

* If he waits for a period of one year after the Doeskin Private
  Water Betterment happens, then he gets to tie into that waterline
  without contributing to its cost.

There are lots of other issues at play here as well. (Peggy, please
feel free to throw in whatever else I'm neglecting.)
