This is information I received long ago from the Planning Board. The deal
is that the Private in Private Water Betterment only defines who has to
pay the initial costs to bring the water up there. Literally anyone who
wants to tie in one year after completion of the project can do so at no
cost. This also applies to Crisco at Doeskin II as well as Wayside Circle.  
So basically, the deal is that once the residents of Doeskin have funded
the entire project, the same infrastructure can end up being given away
for free to Brimstone as well as Doeskin II and Wayside Circle. (If
Doeskin II is already slated to be be a contributer to the project, then
that certainly wouldn't hurt. Please let me know if that is, in fact, the 
case. Sometimes the entire tapestry gets a little big. :-))

The history of Francci's land used to hold the water tank is sort of
interesting here as well. It started out that he wanted to amicably give
the land to the town for the betterment. From there it went that he wanted
to lease it (not for cheap) for a limited amount of time. The latest is
that he wants to be allowed to tie into the water betterment for free
before the one year period expires in exchange for the tank location.
