this seems to me to be a perfect example of why the planning board would benefit by having some sort of enforcement powers. not everyone can take off work the necessary time to supervise work by developers like this. sure hope that the planning board would bring something to town meeting ASAP that would enable enforcement powers for the pb to happen.
