Any town department can monitor the permit but EPA must enforce. EPA only knows there are issues when told by the town. ConCom required the PPP as part of the Enforcement Order, therefore incorporating it into the town permit (Order of Conditions). Planning Board can do the same thing. The application to the feds is only a one page application that only asks if the applicant has a PPP. They don't even review it before issuing a permit number. Most developers know this so they don't prepare the plan, they just say they have it. It is when issues arise that they are called to task by the EPA regarding the PPP. Leslee
