This seems to be a dispute between the state legislature, which felt the state could afford to spend amount X and the Governor, who felt it could only afford X minus $240 million.
We won't know who was right until the revenues come in for the year. But I can't say the governor's cuts were humane, or even rational: I think he just sliced and diced, looking for a campaign issue. Take MERC up at Framingham State. It provides essential information to government and businesses throughout the region, is supported by the Chamber of Commerce, etc., and its original funding legislation was introduced by one of the few Republicans in the House. Not the sort of thing you'd expect a Republican governor to take an ax to. And no doubt why that cut was overridden by something like 133-30.
