As far as I know, they've been spraying for years. I once found myself
turning the corner on to my street behind one: a large truck with a fine
mist coming out of it. I had read the notice in the paper, or I wouldn't
have known what it was. The truck was just quietly moving at normal
speed, so it wouldn't be likely to attract much attention.

I was a little worried because the newspaper says to avoid direct
exposure, and there I was, unwittingly driving straight into it.

In previous years, there has been talk of cutting back on spraying to save
money, and that has drawn a lot of complaints.

This isn't a bizarre government conspiracy. Spraying is considered a
public health measure, not just a convenience for those who hate to slap -
mosquitos do carry disease.  So I think you can't just say "Stop!": there
are a whole slew of issues that would have to be understood and discussed
publically.
