as I understand it the budget request/recommendation comes fromt the board of health but town meeting is the one who has the final say. I can remember some heated debates when funding for mosquito control were reduced or taken out of the budget. It is my recollection that town meeting consistently voted to restore the funding. The last year or two I don't believe there was much discussion probably because concerns about the West Nile virus increased. The next annual meeting would be a good time to revisit the issue - meanwhile those who don't want their property sprayed should follow the earlier advice.
