It is more elegant, but it also depends on how you plan to use the Frame document. If all you're doing is PDFs, this is great. On the other hand, if you plan to use the file as a source for help and other things, having a tag that specifically says "I'm the first (or last) step in a numbered step procedure" makes the steps easy to find and pull out.
