Dan, Open the Interface Preferences dialog. In the General group there is a Tool Tips dropdown. Select 'Hidden'.

They obscure what is underneath them, and worse, depending on what you're doing or what the bubbles are displayed over, they won't go away for several seconds even after the mouse is moved.
