It turns out there's an additional wrinkle to this: client now wants line numbers to be contiguous through the entire, 470+ page document. Because Word does it this way. 

So I'm not sure Frame is going to give the client what they want for this job, and I'm definitely sure that autonumbered paras within the tables would not satisfy client.
