FrameMaker changed dictionary locations as of version 9. It now saves them at the common location of C:\Users\<user>\AppData\LocalLow\Adobe\Linguistics\Dictionaries\FMUserDictionary\all\added.txt. I'm using FM 10, so assume FM 11 is the same. There is no version structure showing on my computer. I don't believe FM 10 overwrote my FM9 dictionary way back when, but can't remember. If FM 11 is doing it, it needs to be reported as a bug.

As a side note, even though the new dictionary is a .txt file, care is necessary if you try to edit it directly. I messed mine up one time, when I edited the file and the editor saved it with carriage return and linefeed (CR LF) line endings. This caused failure as FM expects this file to have LFs only! I was able to use Notepad++ to find the problem and fix it.

There was a need to convert dictionaries from FM8 to FM9 when the location/format change happened. Instructions for doing so are at the bottom of this page (as well as the warning about editing the file directly):
