Not saying your analysis is wrong, but I've run into similar problems that were caused by network slowdowns/overloads, and another time it was caused by local anti-virus checkers taking their time to check files coming in from the network -- like your graphics files. So it may be totally unrelated to FM, or FM reacting to less-than-good network conditions.
Testing with FM11 should be easy -- download the eval and have at it for 30
days...
