Deirdre, I have not tried it, but I think that you could put your figures in a table, then use the Table Sheet variable to accomplish what you need. You would just use your Figure Title paragraph instead of the Table Title paragraph.
You can also do it by cross-referencing the second through whatever Figure Titles to the first instance, then add the Sheet 1 of X, Sheet 2 of X texts manually for each one.
