MIF-washing a single file remains the same - save your .fm file as .mif; close the original .fm file, open the .mif, save as .fm again.

I didn't know that Adobe included the dll with FrameMaker - and you're right, a Readme file would have been nice :) I copied the file and changed maker.ini as you described, and it works for my FM books, so I'm (more or less) happy. There doesn't seem to be a similar function to wash a single file though, but I guess that's a minor problem.
