[Framework-Team] ideas system is live; we can probably remove the "feature request" ticket type from trac.

Thanks to Martin, the UserVoice-powered 'ideas' system is now live and 
announced, which I think means we can nuke the "feature request" ticket 
type from Trac. 

Martin, I leave it to you to decide if we should bulk-import existing 
"feature requests" from Trac to UserVoice (likely a good idea).
