Usually I just waited and processed back at the states. While I've seen some 16mm by other people be effected by the X-ray, my super 8 (tri-x and ekta) has looked fine when carry on. And Turkish airports use huge scary looking X-rays, and you go through em twice (once at entrance, one more time before you approach a US bound plane.) So those flicks certainly got toasted a bit
Sometimes you can convince them to handcheck it (which you should always do in the US) and I always carried a changing bag with me in case they'd accept. And maybe Israel might be a bit more straightforward with that stuff, who knows.
