Yes, these are different things. NetworkManager is a Linux-specific daemon. We took a quick stab on porting it at Future Crew, but it turned out to be a lot of work. Porting (or reimplementing) the NetworkManager interface would allow DE native widgets to work for us. For now we're stuck with networkmgr, which is a separate project, not native to KDE Plasma.
