If you're using qmail, there's no such thing as a 'submit' mail queue --- qmail is "all in one" like sendmail used to be. So this utilities for what..? Yes --- this is a new feature in sendmail, imported into FreeBSD around March 2002 (which was between 4.5-RELEASE and 4.6-RELEASE actually). The sendmail functionality has been divided between two processes: sm-msp, the Mail Submission Process and sm-mta, the Mail Transport Agent.
