Portinstall is just an alias for portupgrade -N The reason that portupgrade -P was not using packages is that, by default it fetches packages built against the tree that's on the install disks, so there wont be any for updated ports. You can set portupgrade to fetch packages for the 7-stable development branch (you can google for how to do this).
