Most androids phone already do have a quite useful and complete shell, the main problem is that most phone are actually root locked. Namely you cannot get any access to nay interesting without getting an "access denied". There are tools that will break this "protection" and grant you root access on the phone, but they are to be used with caution, and most of the time you must first degrade your OS to an older version in order for them to work.

So the problem is not a missing app, it is more of the usual "vendor lock" stuff.
