FreeBSD is free. The CD is not free.
That simple. Once you have purchased a CD you welcome to copy it or install it as many times as you wish. Spending a few dollars on a CD is one way that many people contribute to the FreeBSD project.
Or you can download it off the Internet, if you have a fast enough connection or enough patience.
