For this particular code, it needs some fresh clean up, but it's quite
useful.  It also use to determine the action list, which is an improvement of
the command "/cmdlevel new".  Connections which fit a pattern gets their
access level, usually based on username for small access level and ip for
admin, or hack.

Also, it is used for some other commands to prevent spams and some annoying
problems with the community: /mute, /kick and /ban.
