Details:
Changing technology goal from the research dialog triggers a message
("Technology goal is XXX.") but this message seems to be assigned to the
"Tech: Learned From Great Library" category.
How to reproduce:
- From Message Options, enable popup for "Tech: Learned From Great
Library"; disable all other popups.
- Change the technology goal.
- A popup appears.
This is not specifc to 2.1.10 (I noticed it some time ago; don't remember
when exactly).
