It is not that slow.  But the code is called tons of times.  Every time
someone connects, every time for every connection when a savegame is loaded,
or a ruleset loaded or the game starts, etc...

Anyway, the 'char *reject_msg, size_t reject_msg_len' still looks the best
solution.
