Follow-up Comment #6, patch #1246 (project freeciv):
It is like you say: the Occitans conflict with the French because Occitan
territory is occupied by France in modern times. Our French city list
includes Occitan cities.
Same goes with f.e. the Burgundians and the French; Catalans and Galicians
with the Spanish; Bavarians, Saxons, etc with the Germans...
