Follow-up Comment #4, patch #1850 (project freeciv):
Your patch does not take in to account special cases when unreachable unit is
reachable - when in a city or native base.
With your patch it's possible, by placing one airplane to a city, to make it
completely impossible for anybody without Fighters to take over the city.
