Details:

The improvement flag IF_SAVE_SMALL_WONDER is defined, but as far as I can
tell, it's never used in the code. Instead, _any_ small wonders in a lost city
are rebuilt.

Since the Palace is the only small wonder in the default ruleset, that
ruleset isn't affected. However, this will affect the multiplayer ruleset in
2.3.x, where most wonders are small wonders.

This was originally reported in the rewonder thread
<http://forum.freeciv.org/viewtopic.php?t=5815&postdays=0&postorder=asc&start=30#24292>
on the forum (rewonder is the ancestor of the 'multiplayer' ruleset).

As far as I can tell, this bug has been present ever since the
SaveSmallWonder flag was added (r10408
