I had this in mind

Option: homecaughtunits  -  Give caught units a homecity
  If unset, caught units will have no homecity and will be subject to the
killunhomed option.

Also a new setting which seems to be related to new flags in units.ruleset

; "Capturable"  = can be captured by units with "Capturer" flag
; "Capturer"    = can capture units with flag "Capturable" instead of
;                 fighting them
